 WHY ARE YOU RUNNING FOR SENATOR?

  As a Catholic/Christian and an elder Disciple-Preacher of the EL Shaddai Charismatic community since 1993, I have come to the conviction that since Jesus Christ died so that we may have life in abundance and for all eternity, I and so should all of us, must and should no longer live for ourselves alone but also for the sake of those who are hungry and thirsty and give them food and water, for those who have no clothes and homes and provide them with these basic necessities of life, for those who are sick that they may be comforted/given medical care and for those who are in prison and visit them and perhaps, give justice or rehabilitation that they may have a second chance in life. After all, whatever we do and as often as we do it to the least of men or our fellow Filipinos, we do it unto the Lord Jesus.

          To this end, over the years, I supported GAWAD-KALINGA if only to provide decent homes and livelihood to the poorest of the poor, gave monthly funding for a hospital which provides free hospitalization and medical care to indigent families in Metro Manila, supported several medical-dental missions, feeding programs and prison ministries. But I have come to the inevitable conclusion that with the limited resources I have, I could only do so much. When Bro. Eddie Villanueva invited me to be one of his senatorial bets and join him in the fight against graft and corruption, against poverty/injustice and bring about the abundant and prosperous life that our country sorely needs and rightfully deserves, I came to the conclusion that it is indeed, in the arena of public/government service or being a senator with its inherent authority, resources and influence that one can realistically…”DO THE MOST AMOUNT OF GOOD TO THE MOST NUMBER OF PEOPLE AT THE LEAST POSSIBLE TIME.” This is why I have decided to run for the Philippine Senate in May 2010.

WHAT MAKES YOU QUALIFIED TO BE A SENATOR?

          The Senate is the highest law-making body of the country. As such, it is but proper and not condescending to state that God-fearing individuals imbued with wisdom, moral/spiritual integrity and legal background to fully comprehend the scope, meaning and implications of the substance of the law, are the best candidates for the position. Unfortunately, as we all know, and with all due respects to several incumbent senators in the country today, what we currently have are individuals who are best suited for making movies rather than enact, debate and/or modify laws to promote the general welfare of the Filipino people.

          I am a lawyer licensed to practice law in the Philippines since 1981, licensed to practice law in California since 1993 and most importantly, been an elder disciple-preacher, an advocate of the law of God with the El Shaddai Catholic Charismatic group since 1993. Modesty aside, I believe that these qualities adequately provides me with a strong foundation to become an effective senator/law-maker of the land.

  WHAT ARE YOUR CHANCES OF WINNING?

          It is unfortunate that in the Philippines, one’s chances of winning play a pivotal role in whether one will vote for a candidate or not.. Most often, the one elected into office is not necessarily the most qualified but rather, the most popular or the one with the most guns, goons and gold. In many but not necessarily all.

          Having said all that, I admit that I am not the most popular nor do I profess to have or intend to spend much gold to wage a nationwide senatorial campaign. But I do have what many senatorial bets may have not been blessed with. I have the support of Bro. Mike Velarde and the El Shaddai community which supposedly have 7-8 million members. Obviously, I have the support of Bro. Eddie Villanueva and his 5-6 million strong Jesus Is Lord (JIL), the biggest non-Catholic, Protestant church in the Philippines together with the other million-member evangelical churches supporting Bangon! Pilipinas political party. Also, I have the support of an estimated 700,000 strong fraternity, many members of which are composed of students or youth but some of which include but not limited to an incumbent governor, several military generals, incumbent mayors, congressmen, councilors, provincial board members, barangay chairman and councilmen and the like. I am quite confident that they and their immediate relatives/friends will support and endorse this senatorial candidacy.  Political analysts advise me that I need at least 12 million votes to win. I believe that by the grace and favor of God, I can and will win!

Committed to Bridge the Gap Between the Rich and the Poor

          If I will discuss everything that I want to do in the event I become a senator, it may and could be a long novel. Suffice it to say, I wish to only discuss the two (2) above-mentioned flagship concept/projects.

HOUSING FOR THE POOREST OF THE POOR

          The GAWAD-KALINGA (GK) concept of providing homes for the poorest of the poor of our country works! It is a creative solution to our country’s rural and urban slums which has for so long, deprived many of our people with a strong sense of self-decency and dignity worthy of one who is supposed to be created in the image and likeness of God. Poverty provides a fertile breeding ground for violent crimes, theft, prostitution, drugs/drunkenness, etc. and is the main culprit why many Filipinos are prone and vulnerable to sell their votes, indeed, their very souls to the highest bidder.. Poverty perpetuates the vicious, seemingly endless cycle of corrupt traditional politicians reigning supreme resulting in the proliferation of graft-ridden governance in our beloved country.

          Since it only costs about $2,000 or P90-100,000 to build a GK-concept home, it is my every desire/intention to use the authority, influence and resources of the Senate to enact laws which will provide tax incentives or deductions to the effect that for every home/condo sold, a corresponding number of GK homes will be built for the poorest of the poor. Those who have so much more in life should be exhorted but nonetheless, given rewards or incentives to share their wealth to those who have so much less. The scenario should and must strive to create a “win-win” situation for everyone concerned. Together, Filipinos from all walks of life, rich or poor, weak or strong, Christians or Moslems, in the Philippines or overseas, could and would build a solid foundation for Filipino nation-building anchored on biblical principles of love, justice and equity and tapping on our indigenous and laudable “Bayanihan” spirit. Each GK village will have its own community/health center, pre-school facilities and in most instances, be hopefully  located in close proximity to job centers such as the one discussed below.

TRANSFORMATION OF THE PHILIPPINES AS

THE PREMIERE RETIREMENT CAPITAL OF THE WORLD

  It is so easy for candidates for public office to discuss how to spend the money for agriculture, education, infrastructure, health, housing, etc.. But hardly not much discussion is being devoted on where and how to get the funding to finance these ambitious projects. With a humongous budget deficit looming for the incoming administration, someone needs to ask, SHOW ME WHERE THE MONEY WILL COME FROM!

   I have a Japanese client/friend of mine who also happens to be multi-millionaire businessman. When he found out that I am running for the Philippine Senate, he shared with me a very interesting observation/opinion. He said that the Philippines should not aspire or spend so much effort at this point in time to compete with Japan, Korea, Taiwan or China in the field of modern technology. We are so far behind that it will virtually take many years before we can even be at par with any of them. He and I are quite confident that in due time, we will get involved in the technological arena but not in the immediate future.

  However, he said that we are failing to unearth a treasure which is right in our own midst, staring us in the eye but for some reason, just don’t see it. He told me how he has been around the world and has not seen a country as richly endowed with such natural beauty as the Philippines. What makes our country even greater and more enhancing is our people who are undoubtedly, one of the most hospitable, most compassionate, most loyal ones he found so far. Then, he shared this startling truth. In Japan, he said that due to their long life span, there are approximately 30-35 million Japanese elderly retirees who are over 75 years old and above. The Japanese government have no retirement place to put them due to the sheer lack of usable land nor do they have enough caregivers to care for them. What is happening is that the younger Japanese family members are constrained to take care of their elderly parents or forced to bring them to retirement facilities where 1 or 2 caregivers take care of 15-20 elderly Japanese resulting in sheer neglect. Interestingly enough, most Japanese would prefer a Filipina caregiver to take care of them due their earned reputation as tender, compassionate caregivers but they are very few or non-existent in Japan. For one thing, to be a caregiver in Japan, he advised me that you have to be in Japan and pass a board exam which is written and conducted in Nippongo. As such, there is so much demand for retirement facilities in Japan but simply not enough or meager supply of retirement facilities due to an utter lack of licensed caregivers.

  Then, he shared with me an idea which quite honestly, has been my dream/vision for our country for quite some time. This concept is perhaps, shared by a few other Filipinos for our country but we are taking this vision/idea to such a higher level and wider magnitude that it truly has the potential to transform our country from its current impoverished state into one of the most progressive countries in Asia.

  At this point in time, we are putting together private investors/landowners for the first ever master-planned premiere Japanese retirement village in an area encompassing 20-30 hectares capable of housing at least 20,000 elderly Japanese. It will be complete with a modern medical/dental, rehabilitation center/hospital, a shopping center, school, business/recreation facilities, etc. catering to an ethnic Japanese clientele. With each Japanese elderly receiving at least $1,000/month from the Japanese government, each facility will receive a minimum of $2M or P460M/month of income. The complementary businesses and jobs generated by such an influx of tourism revenue due to presence of the Japanese tourists will truly revitalize the local community where the facility is located. The plan to is to establish and build from the ground up, at least 50 such retirement villages all over the country with 1 million Japanese retirees and bring at least $2 Billion or P450 Billion worth of rental income to the Philippines plus billions more in medical tourism and other service-related industries.

What is most interesting about this grand plan is that all the professional  caregivers and health care employees working in the retirement villages will be paid comparable/competitive wages currently being paid to health care providers in Hongkong, Saudi Arabia and other foreign lands. This unprecedented pay scale will surely stop the outflow of many health care professionals and other workers from the country which has resulted in the inevitable and sad separation of families due to the necessity of going abroad if only to provide a better future for their respective families. As employee benefits, it is part of the plan that each health care worker/employee will be entitled to free housing, medical/dental care, a monthly supply of rice and free elementary/high school education for their minor children.

It is hoped and expected that once the first ever modern-day retirement village/concept takes a foothold in the country, many elderly retirees will flock to the Philippines not only to retire but for medical purposes and boost traditional tourism in the process as our country boasts of so many natural amenities such as beautiful white sand beaches, hot springs, whale/dolphin watching and so many other eco-tourism attractions yet to be discovered. This is not to mention the fact that our country boasts of well-manicured golf courses with a business climate so conducive for many companies to operate as the country teems with an English-speaking work force that is not only competent but industrious as well.
